Repro

  1. Open Disable insert controls in image caption

  2. See that the current window will navigate to the link, but a new window will also open the link.

Acceptance Criteria

  1. When I click a link the current window should navigate to the document in the same window.

  2. When I click a link while pressing CMD+Shift or CMD+Meta, , a new window should open the link and the current window keep the present document.
