Rules
cids lists blobs that entered the scope set in one indexing commit and that the watcher may read. A commit that added only unreadable blobs produces no message.
ts is the sender's indexing time, which the watcher passes back as since after a reconnect.
A notification is not a disclosure of the blobs' bytes; the Fetch that follows is.
